Readd SRWLOCK and Condition Variables under Windows
And set them as default. Introduce compile switch OLD_LOCKS to allow to fallback on compatible locks supported by Windows XP and older versions. No functional change. Signed-off-by: Marco Costalba <mcostalba@gmail.com>
